Fellow Office Supply Junkies: What is the best type of colored (anything but standard black, blue, red) pen?

I need a colored pen to use for book margin notes as I read and to underline text (rather than juggling a regular pen plus a highlighter). I am therefore looking for pens in colors that pop. Also, I will need to write small, so pens that smudge or drip would make my side note illegible.

Can someone please suggest a brand or type of ink that will give me what I’m looking for? Thanks! :)
It’s nice that you mention textbook paper but I don’t really use textbooks. Still, I want fast drying so that I don’t get it all over me.
